Using a Hurco VM1. is there a wear offset for the Z axis? if so how do I find it. I do not want to change the actual nominal size just to give me the fine adjustment.

You have a tool height offset that can be changed if your tool gets shorter?? There is no diameter offset for Z axis, nor is there a wear column for Z axis.
on the hurco you have both tool length (Z) and tool radius offset tables. You can only access these tables if you are running G-code, you call the values by positing D# and H#. The table is accessed from the tool setup page. but as i said, if you do not have a G code program loaded the offset tables will not show up as selection options. If you choose not to post tool length offset, i.e. H, then the controller will use the tool length that is stored on the tool setup page. It will not use the values in the tool length offset tables. In our shop, we run Hurcos ncmerge which is conversational with gcode. When doing this we do not post H as the machine will use the tool length from the tool setup page assuming you have entered you tool length in the tool setup page. If you have probing you can configure probing to enter tool length in the tool setup page and the tool length offset table.
If you are using conversational, the diameter wear is available on the tool setup page as is the tool length.
